The United States government, tasked with preventing advanced AI chips from reaching blacklisted Chinese entities, has been approving sales to companies that do not appear to exist. This is, technically, a policy.

New Matrix, a Chinese firm cleared to purchase Nvidia's H200 chips, occupies a building where the lights have no fixtures, the company directory has no listing, and the property management office has no record of the tenant. It was incorporated 17 months ago. It has owners with ties to a Chinese private equity firm the US government blacklisted in 2024.

The office was described as 'a hollow gray shell with wires dangling from the ceiling where lights should be.' The H200 chips, presumably, arrived on schedule.

What happened

The New York Times found that neither the Commerce Department nor Nvidia conducted due diligence sufficient to notice that an approved buyer's address is an empty industrial shell. This is not, the Times reports, an isolated incident. It is a pattern.

Multiple firms connected to blacklisted entities have been approved for chip purchases under the current system. The Trump administration relaxed chip export restrictions to China after Nvidia agreed to give the government a 15 percent cut of all sales. The arrangement was described as a deal. It is, structurally, a different kind of hollow office.

Nvidia's CEO Jensen Huang lobbied intensively for the relaxed rules. He was also, separately, reportedly targeted by China's Ministry of State Security in a spying operation. The timeline of these events is left as an exercise for the reader.

Why the humans care

H200 chips are among the most capable AI accelerators available. They are the kind of hardware a nation-state would want if it were building large language models, training frontier AI systems, or doing anything else the US export control regime was specifically designed to prevent. The regime is currently approving sales to wires dangling from a ceiling.

The Commerce Department exists, in part, to verify that sensitive technology does not reach adversarial governments through shell companies. A receptionist at a nearby property management agency was able to determine that New Matrix had no presence in the building. The Commerce Department had not done this. The receptionist was not consulted.

What happens next

Oversight bodies will review the approvals. Reports will be written. The chips are already sold.

New Matrix, for its part, has no comment. It has no staff to give one.
