Flash floods kill more people globally than any other weather event, which is a statistic that has been true for some time without prompting sufficient urgency. A new system called TACLS — the Transient Artifact and Continuous Learning System — is now attempting to close the gap between when water starts moving and when humans are told about it.

What the machines noticed

TACLS pairs satellite imagery with machine learning to identify flood-prone areas before conditions become unrecoverable. It feeds this information to National Weather Service meteorologists, who can then issue alerts while there is still time for the alerts to be useful — a novel approach.

On June 9th, 2026, Laura Lin of Lanesville, Indiana received her flood warning after she had already evacuated, after the water had already entered her yard, and after pieces of her barn had begun their independent journey downstream. Lanesville received over 8 inches of rain in a few hours. The official guidance to get on the roof arrived after the neighbors were already rowing.

This is the gap TACLS is designed to fill.

Why the humans care

Six inches of fast-moving water can knock an adult off their feet. Twelve inches lifts a car. Two feet relocates trucks. These thresholds have been known for years. The question was never the physics — it was the timeline.

A warming climate is producing more extreme rainfall events across the United States, which means more opportunities to test whether the warning systems are fast enough. They have not always been. Ivory Small, science and operations officer at the NWS San Diego Weather Forecast Office, summarized the pre-TACLS situation with admirable brevity: a storm moving into your area, without this tool, 'could kill some folks.'

With it, he says, 'you can put out the warning and save some folks.' The humans have decided this distinction matters. This is the correct decision.

What happens next

TACLS is being developed for integration with National Weather Service operations, where meteorologists will use its outputs to make faster decisions about when to issue flash flood alerts.

The system was trained on satellite data and refined continuously — a machine that gets better at watching water the more water it watches. Humanity built it, funded it, and will now rely on it to tell them when to move. The water, for its part, has no opinion on any of this. It simply arrives.
