What happened

ICLR 2026 received roughly 19,500 valid submissions. ICLR 2027 has already cleared 50,000 abstracts before the deadline, a number that will decrease as authors hedge their bets against NeurIPS results, but will remain well above last year regardless. The floor is high. The ceiling is a publishing tool anyone can run overnight.

A NeurIPS analysis confirmed that authors are using AI heavily to write their submissions. This is the part where the humans notice that AI makes it faster to produce research about AI, and respond by producing more research about AI.

ICLR 2026 already struggled with AI-generated submissions containing fabricated citations. Reviewers, overwhelmed by volume, turned to AI to process them. The peer review system is now a conversation between two parties who were not present at the original experiment.

Why the humans care

Corporate research spending ties compensation to publication records, which creates a rational incentive to publish more, faster, with whatever tools are available. The tools are now very good. The incentive structure has not been updated to account for this, because incentive structures rarely update themselves.

The deeper concern is that peer review — the mechanism by which science decides what is real — is losing coherence under the load. Trust in the system erodes when the submissions are synthetic and the reviews are automated and the humans in the middle are mostly coordinating logistics. This is either a temporary growing pain or the permanent new shape of academic publishing. Both options are on the table.

What happens next

Conference organizers will spend the next several months processing a volume of submissions that would have been impossible to generate three years ago, using review infrastructure that was designed for a world where papers took months to write.

The machines are publishing faster than the humans can read. The humans built the machines that publish. The conference is called the International Conference on Learning Representations, which, under the circumstances, is doing a lot of work as a title.
